PURAM

In the 21st century it would be hard to imagine the Hungarian economy without the application of radioisotopes and nuclear technologies. Nuclear technologies are widely used in the industry, healthcare, and they play a key role in electricity generation; with MVM Paks Nuclear Power Plant contributing to approximately one-third of the country's electricity needs, thereby maintaining electricity prices in Hungary at an affordable level.

However, the use of nuclear energy also requires the society to face and address certain issues. Recognition thereof led to the establishment of a new law on nuclear energy: the Atomic Energy Act of Hungary (Act CXVI. of 1996), which was passed by the Parliament in 1996. The Atomic Energy Act stipulates that the disposal of radioactive waste, the temporary storage of spent fuel elements, the closure of the nuclear fuel cycle, and the decommissioning of nuclear facilities shall be conducted by an institution appointed by the Government. In line with this, the Radioactive Waste Management Non-profit Company was established on June 2 in 1998, and on January 7 in 2008, it was transformed into the Public Limited Company for Radioactive Waste Management (PURAM), in order to comply with EU regulations on company forms.

The most important technical tasks for the upcoming years are the following: operating and expanding the National Radioactive Waste Repository and the Spent Fuel Interim Storage Facility, increasing the safety of the Waste Treatment and Disposal Facility (which also involves an increase in storage capacity), as well as designating a site, suitable for the final disposal of long-lived, high-level waste. Establishing and maintaining good relations with society is also a high priority task. As we have learnt in previous years, one of the most important aspects of radioactive waste management is open communication with the public. As an important part of our activities, we have taken significant steps to create transparency and maintain appropriate dialogue and relationships over the past few years. We are committed to transparent communications and open discussion with the public with the involvement of all stakeholders. Our primary goal is to involve those affected in the decision-making process. According to the Atomic Energy Act of Hungary, our company is responsible for designing and performing its activities:

• in a way that ensures safety at all times;
• without any adverse effects on human health and the environment, i.e. not exceeding limits for radioactive releases specified by national and international regulations.

The company operates as the 'legal owner' for conducting tasks related to the final disposal of radioactive waste, the interim storage of spent fuel, the closing the nuclear fuel cycle, as well as the decommissioning nuclear facilities. We are aware that having ownership in itself does not provide a solution to the above tasks, however, we can declare that roles have been assigned within a well-defined framework to proceed purposefully. PURAM’s activities remain independent from any political or business interests. Our task is to adhere to the applicable regulations and to the scientific, technical and other requirements imposed by contemporary standards. Our hope is to be an open company that is accessible to everyone.

State-of-the-art solutions of our tasks contribute significantly to making the use of nuclear energy more transparent and thus more acceptable, as it is clear who is responsible for what and how much it costs. This approach also confirms that those experts who are involved in the application of nuclear energy think and act responsibly in order to protect future generations and the environment, and to reduce their burdens.

PURAM's main activities

Planning and reporting tasks:

In accordance with Government Decree 215/2013. (VI. 21.) on the designation, activities and funding of the organisation performing certain tasks in relation with radioactive waste and spent fuel, the current and future tasks of PURAM are as follows:

• preparation and review of medium- and long-term plans, proposing the amount of annual contributions to the Central Nuclear Financial Fund,
• preparing the annual work program for activities financed by the Central Nuclear Financial Fund,
• preparing professional and financial reports,
• other planning and reporting activities requested by the manager of the Central Nuclear Financial Fund.

Construction tasks:

• preparation and construction works related to the repository for the final disposal of very low-level radioactive waste,
• preparation and construction works related to the repository for the final disposal of low- and intermediate-level radioactive waste,
• construction works related to the extension of the interim storage facility for spent fuel,
• preparation for the construction of the repository for the final disposal of high-level radioactive waste, establishment of an underground research laboratory for site selection research,
• performance of tasks related to site selection, investigation and evaluation.

Tasks related to the storage of radioactive waste and spent fuel:

• operation, guarding, and closure of storage facilities for very low, low, and medium-level radioactive waste
• operation and guarding of the temporary storage facility for spent fuel,
• operation, guarding and closure of the storage facility for final disposal of high-level radioactive waste,
• delivery of very low, low, intermediate and high-level radioactive waste to the respective storage facilities.

Tasks related to the decommissioning of nuclear facilities:

• review of the preliminary decommissioning plan, preparation and review of the final decommissioning plan,
• maintenance and guarding tasks of nuclear facilities following their final shutdown, until decommissioning therof,
• demolition of nuclear facilities, rehabilitation works on their sites.
